ELIGIBILITY CRITERIA FOR ESTABLISHMENT AND WORKER
- Establishment
- As defined under section 2 (f) of Workers Welfare Fund Ordinance or section 2 (b) of Companies Profit (Workers Participation) Act, 1968 or West Pakistan Shops & Establishment Ordinance, 1969.
- Public Sector Organizations which are contributing through transfer of leftover amount under clause (a) of paragraph 4 (d) of Companies Profit (Workers Participation) Act, 1968 paying contribution under section 2 (f) of Workers Welfare Fund Ordinance, 1971 or otherwise?
- The above defined establishment must be registered under Factories Act 1934 or under Section 24 of West Pakistan Shops & Establishment Ordinance, 1969.
- Worker
“worker” and “workman” mean person not falling within the definition of employer who is employed (including employment as a supervisor or as an apprentice) in an establishment or industry for hire or reward either directly or through a contractor whether the terms of employment express or implied, and, for the purpose of any proceedings under this Act in relation to an industrial dispute includes a person who has been dismissed, discharged, retrenched, laid-off or otherwise removed from employment in connection with or as a consequence of that dispute or whose dismissal, discharge, retrenchment, lay-off, or removal has led to that dispute but does not include any person who is employed mainly in managerial or administrative capacity”.
Worker must be registered with EOBI or Social Security.
Note:- i) The children of those workers who died during their service are eligible to avail the educational facilities provided that the worker was registered with EOBI or Social Security Scheme and payment of death grant has been received by his/her family.
ii) Disabled workers and their families are hereby allowed welfare grants i.e. Marriage Grant, Death Grant, Free Education and Scholarship etc. subject to the condition that they are also getting disability benefits from EOBI or Social Security.

ELIGIBILITY CRITERIA FOR INSTITUTION AND STUDENT
- Educational Institution
- Cadet Colleges/Public Schools being run by the Federal or a Provincial Government.
- All public and private colleges recognized by the Federal/Provincial Government.
- Technical Training Institutes registered with Provincial Board of Technical & Vocational Education/Provincial TEVTAS/NTB/NEVTEC.
- All public/private universities recognized by the HEC.
- All medical colleges/universities registered with HEC as well as PMDC.
- All engineering colleges/universities registered with HEC as well as PEC.
- Student
- Regularly enrolled on open merit in the above defined educational institutions.
Students studying in Workers Welfare Schools, COMSATS Institution of Information Technology, Lahore Campus and Government Paramedics College, Faisalabad on workers quota are not eligible.

- Prior clearance of National Testing Service (NTS) examination, if compulsory under the HEC regulations or any other preliminary test, for getting admission.
- Students will take admission only in HEC approved courses.
- Student will take/study all subjects in a semester offered by Public/Private College/University etc. as the case may be, and, complete its course within the approved minimum time frame by the HEC, for the said course. In case, a student fails to complete his course within the approved time frame of the HEC, his case can be reviewed on the basis of solid reasons submitted by the student duly verified by the Public/Private College/University etc. as the case may be, and supported with the documentary evidence.
- The student once registered in a course will not be allowed to change the selected discipline.
- Only one number Post-Graduation level course will be financed by the WWF.
- In principle, the applicability of the scholarship scheme is upto the level of Post-Graduation. However, award of scholarship beyond Post-Graduation level courses will be considered on case to case basis and will be allowed only with the prior approval of the Chairman, Provincial WWB or the Secretary (WWF), as the case may be.
(1) In case if the student applies scholarship for the first time i.e. at the time admission:-
- Copy of National Identity Card of the worker attested by the employer.
- Copy of certificate of the registration of factory / establishment under Factories Act, 1934 or West Pakistan Shops & Establishment Ordinance, 1969 duly attested by the employer.
- Copy of Factory Card attested by the employer.
- Copy of Social Security Card (R-5) or EOBI Card attested by the employer.
- Copy of Appointment letter duly attested by the employer or certificate of service in original bearing complete contents of employment.
- Copy of Student Card attested by the head / authorized officer of the educational institution.
- Copy of CNIC of the Student or Family Registration Certificate of worker issued by NADRA and attested by the employer.
- Certificate of enrolment issued by the head / authorized officer of the educational institution.
- In case, if the educational institution is other than Government run / Public Sector institute / university / college, then copy of notification regarding registration / affiliation of the institute concerned with Government / Directorate / HEC / Board (as the case may be).
- An affidavit by the student on Stamp Paper (Rs.20/-) duly attested by the Oath Commissioner bearing the undertaking to refund the all educational expenses incurred on its education if he / she left the education at a middle / incomplete stage of the respective class / programme.
- Original payment vouchers (if any) or copies thereof duly attested by the head of educational institute / authorized officer regarding educational expenses / boarding charges / mess charges or other expenditure.
(2) In the event, if the student applies for scholarship for the next year / semester of the same degree / programme, he / she will have to produce / submit only: -
- Copy of previously passed examination attested by the head / authorized officer of the educational institution.
- Certificate of admission in the next class / semester.
- Original payment vouchers (if any) or copies thereof duly attested by the head of educational institute / authorized officer regarding educational expenses / boarding charges / mess charges or other expenditure.
- Date for collection of application forms is normally fixed from 1st December to 31st January each year.
- Students of universities, medical and engineering colleges are allowed to submit their applications at the time of admission in the respective educational institution.
Applications are received at the respective offices of District Officers Labour / Assistant Mines Labour Welfare Commissioners. Following the verification of the applications by the area labour officer / Mines Labour Welfare Officer, cases are submitted before the respective District / Regional Scrutiny Committee, constituted at each District / Mines Labour Welfare Region for sifting and on the recommendation of Scrutiny Committee, Punjab Workers Welfare Board issues cheques in respect of individual applicants for disbursement through respective District Officer Labour / Assistant Mines Labour Welfare Commissioners.
